Richard Davis, PE

CITY OF INDUSTRY, Calif. January 7, 2021 – LEE + RO, Inc., today announced that it has promoted veteran engineer Richard Davis, P.E., to manager of QA/QC. Davis, working together with company President Charles Ro, will take the lead in implementing the firm’s quality management system through enforcement of corporate policies, procedures, and protocols for quality planning, quality assurance and quality control.

Davis brings more than three decades of managing wastewater and water infrastructure projects to this task. His expertise lies in the planning, designing and construction of sewage collection systems, pump stations, water transmission systems, and other capital improvement projects. Davis has also overseen the development of QA/QC programs, master plans, and the preparation of environmental documents in compliance with state laws and ordinances.

Said Charles Ro, LEE + RO president: “We’re fortunate to have Richard’s extensive knowledge and procedural understanding from his experience working as both client and consultant. As municipalities and districts look to consulting firms to take on expanding roles in the management of complex projects, it requires that there be a more inclusive quality management system that provides greater confidence that quality requirements are met.”

“Having this opportunity to take on this role at LEE + RO, while also working directly with Charles, is an exciting opportunity and challenge,” said Davis. “Our objective is to ensure that the quality management system, consisting of project quality planning, quality assurance, and quality control activities, provides a high-level of confidence, both internally for management and staff and externally to our clients and other project stakeholders.”

Davis is also the Co-Founder of the Pipe User Group (PUG) of Northern California. PUG was established in 1992 to lead the advancement of the underground infrastructure industry. He understood that any project’s success was dependent upon having ongoing and clear communications between the agencies and consultants.

Davis received his M.S. degree in civil engineering from Sacramento State University and B.S. in civil engineering from San Jose State University. He is a registered professional engineer (civil) in the states of California, Nevada, Maryland, and the District of Columbia. Davis is a member of ASCE, AWWA, and WEF.
