Wastewater Treatment Plant Upgrading Project

LEE & RO provided CM/CI services for a $24 million treatment plant upgrading project for the City of Brawley.  The project was funded by the Clean Water State Revolving Fund (CWSRF) and a grant from the American Recovery & Reinvestment Act (ARRA) fund.  The project replaced most of existing antiquated facilities.  The project included new activated sludge secondary process with three secondary clarifiers for nitrogen removal complete with UV disinfection, sludge handling facilities, and a new operations building. The sludge handling facilities included gravity thickening, centrifuge dewatering, and a solar greenhouse for sludge drying for Class A Biosolids production.  CM tasks included compliance verification and documentation of the CWSRF and ARRA grant conditions and provisions.

Wastewater Treatment Plant Expansion and Upgrading

LEE & RO provided CM/CI services for the $46 million treatment plant upgrading projects that was implemented in two phases.  The $26 million Phase 1 Project increased the activated sludge plant capacity from 5 to 10 mgd by expanding activated sludge, new aeration blowers, three new 90-foot dia. secondary clarifiers, and added hypochlorite/bisulfite chlorination & dechlorination system and new chlorine contact tanks, 54 inch outfall, belt-press sludge thickening & dewatering, and drying beds.  The $20 million Phase 2 Project added two rectangular primary clarifiers, anaerobic digestion with gas management system, odor controls, and admin & laboratory buildings.  Projects included extensive electrical system upgrades including two new emergency generators.

North Outfall Sewer (NOS) Maze Rehabilitation Project Phase V

LEE & RO provided CM services for the $12.5 million NOS Maze rehabilitation project, which included lining of 7,700 LF of 60-inch dia. semi-elliptical and 63-inch and 75-inch dia. concrete sewers; replacing 500 LF of 42-inch semi-elliptical sewer with a 42-inch dia. circular sewer, and 2,400 LF of 8-inch dia. VCP sewer.  The project also included sewage flow bypassing during construction, foul air and chemical injection odor control units, removal and disposal of sewer debris, pre- and post- sewer cleaning CCTV and post sewer rehabilitation CCTV video inspections, traffic control, street paving, and public outreach coordination.

Zone 6A and Zone B+ Booster Pump Station Improvements

LEE & RO provided CM/CI services for two pump station improvement projects, the Zone 6A high pressure BPS and Zone B+ BPS in the Turtle Rock area of Irvine.  The Zone 6A BPS capacity was increased from 1,400 gpm to 2,500 gpm by adding a 100 hp pump with a variable frequency drive, plus additional improvements.  The Zone B+ reclaimed water system modifications included removal of unused pumps and installation of new variable frequency drives and flow & pressure control regulators along with SCADA system upgrading.  The total construction cost was $2 million.

Recycled Water Conversion Projects

LEE & RO provided CM/CI services for a recycled water conversion project involving disconnection of potable water supplies from park irrigation systems and providing new recycled water connections, meters, and related piping. The project included a 6,100 feet long, 6-inch diameter ductile iron pipeline constructed in a congested Ocean Boulevard in downtown Long Beach.  The project included testing to prevent cross connection between domestic and recycled water. The inter-tie project included a hot tap on a 12-inch ACP water main, a new meter vault, hydrant, blow-off, and a hot tap on a Golden State Water Company water main.

Water Reclamation Plant No. 4 (WRP4) Expansion

LEE & RO provided CM/CI services for two separate projects at WRP4: $18 million Phase 4 Plant Expansion Project increasing secondary treatment capacity from 6.9 mgd to 9.9 mgd; and $4 million Disinfection System Upgrading Project for the expanded 9.9 mgd capacity.  Project components included a 3 mgd activated sludge plant with gravity belt thickening and belt press sludge dewatering, a 1,250 KW emergency generator, 9.9 mgd capacity chlorine contact tank, expansion of chlorine and sulfur dioxide storage buildings, addition of chlorinators and sulfonators, and plant-wide electrical distribution system improvements.

LEE & RO provided CM/CI services for construction of a $3 million chloramination project at Glorietta Well Nos. 3, 4 and 6.  The existing Glorietta Park Pump Station was modified to accommodate gas chlorine and anhydrous ammonia storage and injection facilities, a water softener system, carrier water piping for transfer of chlorine and ammonia, a new injection vault, and a new bridge across Verdugo Wash to support chemical transfer piping from the pump station to the injection vault.  The project included addition of analyzers, transfer pumps and SCADA and electrical and controls upgrades.

LEE & RO provided CM/CI services for two major capital improvement projects at the 18 mgd Water Reclamation Plant No. 10 in Palm Desert.  The first was an $11 million, 5 mgd Title 22 tertiary treatment and disinfection project that added filters, chlorine contact tanks, a chlorine storage building with a chlorine scrubber, two recycled water pump stations, and a 12 kV power system.  The second was an $18 million biosolids handling facility that added DAF thickeners, belt presses, an odor control system, and a biosolids truck loading facility.

Backup Power Facilities for Wells 37, 38, 39 & 40

LEE & RO provided CM/CI services for the backup power facilities for Well No. 37, 38, 39 and 47.  The project included a 1,280 KW mobile generator and modifications to the well sites to enable generator hook ups and the total construction cost was at $7 million. LEE & RO also provided  submittal reviews and start-up & commissioning services.

Avenue 54 Wastewater Treatment Plant Expansion and Rehabilitation Project, Phase 2

LEE & RO provided CM/CI services for construction of a $5.5 million plant upgrading project to increase plant capacity from 3 to 4.5 mgd and rehabilitate outdated equipment.  The project included restoration of two abandoned contact stabilization process tanks, replacement of aeration blowers, and the addition of new concrete-lined sludge drying beds.

LEE & RO provided CM/CI services for the Phase 1 and Phase 2 Expansion Projects.  The $6 million Phase 1 Project increased the plant capacity from 0.5 to 1.3 mgd and the $10 million Phase 2 Project further increased the capacity from 1.3 to 2.0 mgd with nitrification/denitrification capability.  Project components included headworks, oxidation ditch activated sludge nitrogen removal, a centrifuge sludge dewatering facility, trunk sewers, and percolation ponds.

LEE & RO provided CM/CI services for a filtration facility project that enhances the quality of Title 22 water provided to the Toyota manufacturing facilities in Torrance.  The project included packaged filtration equipment, piping and instrumentation, related mechanical and electrical, site security fencing, landscaping, startup testing, and training.

LEE & RO provided CM/CI services for a group of sewer rehabilitation and replacement projects located near 10th Street/Lime Ave and 15th Street/Gardenia Ave.  Projects included replacement of 270 feet of 8-inch CP with 10-inch VCP; removal of tree roots from 10-inch VCP and lining 420 feet of 10-inch CP with cured-in-place pipe (CIPP) lining; spot repairs on sagging 10-inch VCP; rehabilitation of 5 manholes; replacement of 820 feet of 10-inch CP with 12-inch VCP; abandonment of 330 feet of 10-inch CP and a manhole; installation of 165 feet of 12-inch VCP; conversion of 6 sewer laterals from the to-be-abandoned 10-inch CP to an existing 12-inch VCP sewer; rehabilitation of 315 feet of 8-inch CP and 660 feet of 10-inch CP with CIPP lining; and rehabilitation of 11 sewer manholes.

LEE & RO provided CM/CI engineering services for a $4 million secondary process upgrade project at the 12 mgd Joint Regional Treatment Plant in Laguna Niguel.  The project included a new blower building; one 450 HP 8,000 cfm Turblex blower; two multi-stage 300 HP 4,400 cfm Hoffman blowers; modification of aeration air piping; replacement of the existing coarse bubble diffusers with Parkson fine bubble aeration panels and associated site, electrical, and control system upgrades.

Nitrification Product Water Tank Repair & Rehabilitation Project

West Basin Municipal Water District

LEE & RO provided CM/CI services for a water tank repair project at the Carson Regional Water Recycling Plant, which further treats Title 22 recycled water through MF/RO processes to provide nitrified water to customers.  The tanks, each 220,000 gallon capacity (50 feet dia. x 20 feet high), are of welded steel and this project addressed major coating failure and corrosion damage though tank repairs and recoating.  A bypass pumping system was installed to continue feeding the BP Refinery with nitrified water during a very tight shutdown time window.

LEE & RO provided CM/CI services for a $3.5 million project to divert wastewater flow from the abandoned Olsen Road Wastewater Treatment Plant to the City’s Hill Canyon Wastewater Treatment Plant via the City’s trunk sewer system. The project included a high-head lift station, 7,000 LF of 12-inch diameter gravity sewer and 7,000 LF of 8-inch diameter force main. The project also included cured-in-place pipe (CIPP) rehabilitation of sewers.
