Wastewater conveyance System Engineering Services, Bureau of Engineering, City of Los Angeles   
As a Prime Consultant, under an on-call engineering services contract with a contract value of $7 million, LEE & RO has been providing conveyance system engineering, design and consulting services.  Representative engineering assignments include:  (1) Detailed Constructability Review of the $25 million North Outfall Cured-in-Place Pipe (CIPP) Rehabilitation project involving 69-inch to 126-inch diameter sewer, siphons, and a 69-inch diameter temporary bypass system;  (2) Preliminary Design Report for the $21 million 4th  Avenue/Slauson Avenue Sewer CIPP Rehabilitation Project involving 6,400 feet of 75-inch diameter sewer;  (3) Class A Construction Cost Estimate for the $47 million Avenue 45 & Arroyo Drive Relief Sewer construction including jacking and micro-tunneling; (4) Structural Liner Thickness Benchmarking Study to develop CIPP liner thickness standards for small diameter sewer rehabilitation projects; (5) Study and Development of a flow bypassing plan for the Venice Pumping Plant Sluice Gate Replacement project; and (5) a value engineering study for the $80 million, 72-inch diameter Vermont Relief Sewer Project (tunneling). 
30-Inch, Six-Mile Long, Reclaimed Water Transmission Main, otay Water District, Spring Valley, CA   
As Prime Consultant, LEE & RO was responsible for the alignment study, surveying, geotechnical evaluation, environmental and permitting services, right-of-way acquisition, preliminary design, final design and construction support services for a $17 million, 6-mile long, 30-inch diameter reclaimed water pipeline from the City of San Diego South Bay Water Reclamation Plant (Dairy Mart Road) to the District’s 450-1 Reclaimed Water Reservoir.  The construction employed a wide variety of techniques including directional drilling to cross Interstate 805, Otay River , and State Route 905.  Project final design was completed in May 2005 and construction was completed in August 2007.
Jamacha Road 36-Inch Potable Water Transmission Main, Otay Water District, Spring Valley, CA   
As Prime Consultant, LEE & RO provided engineering, design, and construction phase engineering services for a $16.5 million, 20,000 feet long, 36 inch CML&C potable water transmission main from the San Diego County Water Authority’s No. 14 Flow Control Facility in El Cajon to the 640-1 and 640-2 Reservoirs located in the District’s regulatory site in Campo Road, Spring Valley.  The main has a capacity of 16 mgd.  The project also included a replacement of 3,500 feet of 12-inch steel with PVC pipe along the Jamacha Road .  To determine the most feasible alignment, LEE & RO employed the “Analytic Hierarchy Process (AHP) also called Pairwise Comparison Method (PCM).  The AHP reduces complex criteria to a series of one-on-one criteria comparisons.  One of the project challenges was to obtaining permit from the Caltrans for the encroachment along the Jamacha Road (SR54/S17).  Construction began May 2009 and expected to be complete in early summer 2010. 
Sanitary Sewer Replacement/Rehabilitation on Cerritos Avenue and Orange Avenue, City of Cypress, CA   
As Prime Consultant, LEE & RO provided preliminary & detailed design, bidding, and engineering support services during construction for the rehabilitation and replacement of various sanitary sewers eight 8-inch and 10-inch diameter sewer segments along Cerritos Ave. , Orange Ave., Walker Ave. and Camp Street .  Seven of the eight sewer segments were identified with condition deficiencies that included cracked pipes, broken pipes, infiltration, sags, offsets, tree root obstructions, and calcium deposits.  LEE & RO reviewed CCTV records and performed a condition assessment to determine appropriate rehabilitation methods resulting in approximately 2,000 feet of sewer being replaced by open cut construction and rehabilitating 1,500 feet using cured-in-place pipe (CIPP).  LEE & RO recommended diverting flows from few segments of the City’s main sewer system to the Orange County Sanitation District’s Westside Relief Interceptor to help alleviate the capacity problems. 
Adeline Interceptor Sewer Relocation Project, East Bay Municipal Water District, Oakland, CA   
The 60-inch Adeline Interceptor Sewer runs under the interchange of Freeways 580, 880 and 80 and the Union Pacific Railroad tracks at the eastern terminus of the Oakland Bay Bridge. As Prime Consultant LEE & RO designed the realignment of the 60-inch Sewer for Caltrans’ freeway improvement project.  Interfering utilities included natural gas pipes, 12 kV underground ducts, the Navy’s water lines servicing Treasure Island, Santa Fe jet fuel pipes, and numerous communication cables.  This $3 million project realigned 1,500 feet of the sewer at 20 feet below grade.  Extensive coordination with Caltrans, Union Pacific and various utilities was required. The design was completed in 2006and construction was completed in 2007. 
BOrregas Interceptor Sewer, City of Sunnyvale   
As Prime Consultant LEE & RO evaluated the existing, but corroded 33-inch reinforced concrete sewer and analyzed alternatives for increasing hydraulic capacity from 16 to 28 mgd. After study, LEE & RO designed 6,000 feet of 42-inch VCP.  The new pipeline alignment addressed various utility conflicts, such as a 36-inch natural gas main, 72-inch storm drain, 36-inch recycled water main, 12-inch and 8-inch water mains, 6-inch nitrogen gas supply line, a 12-kV power duct, and numerous small lateral connections.  The project also included a jack and bore crossing of a light rail.  Significant bypass pumping was required to maintain continuous sewage flows during the tie-in to the complex network of sewers at the plant’s headworks. This $4 million project was constructed in 2007.
North City Raw Sludge Pump Station & Pipeline, Centrate, Recycled Water Centrate, and Landfill Gas Lines, City of San Diego   
As Prime Consultant, LEE & RO provided planning, design, and construction phase engineering services for four pipelines and a raw sludge pump station with a total construction cost of $17 million.  The project included 24,400 feet of 36-inch and 48-inch diameter recycled water pipeline, 21,200 feet of 20-inch centrate pipeline, 21,200 feet of 16-inch pipe for raw sludge, and 14,600 feet of 10-inch landfill gas pipeline between the City of San Diego’s Clean Water Program (CWP) two cornerstone facilities - the North City Water Reclamation Plant (NCWRP) and the Metropolitan Biosolids Center (MBC), which are four miles apart.  The project also included a 5 mgd raw sludge pump station with 300 hp pumps and a self cleaning wet well. 
Upland Interceptor Sewer, 
Inland Empire Utilities Agency, Chino, CA
  
As Prime Consultant, LEE & RO designed and provided construction phase services for a $3 million, 7,000 feet long relief sewer system that included PVC-lined flow control structures and flow metering manhole (Parshall Flume), and 48-inch, 36-inch, 30-inch, 24-inch and 21-inch VCP pipes.  The design included two stormwater channel crossings requiring bore and jack crossings.  One is located south of Fourth Street and the other crosses G Street east of Grove Avenue .  The construction was completed in 2006.
Rehabilitation of Bitter Point Force Main, Orange County Sanitation District, Fountain Valley, Ca   
As prime Consultant, LEE & RO designed and provided construction phase engineering services for this $2 million project to rehabilitate 5,000 feet of 36-inch diameter polyethylene-coated Class 50 ductile iron force main, including installation of five pressure entry manholes and abandonment of 2,000 feet of 24-inch force main.  Rehabilitation alternatives included Cured-In-Place Pipe (CIPP) lining and swage lining with high density polyethylene (HDPE) pipe.  After evaluation, the HDPE lining was selected and designed.  Project construction was completed in 2007.
Spring Valley Sewer Outfall Bridge Crossing, County of San Diego   
As Prime Consultant, LEE & RO designed and provided construction support for a 30-inch sewer outfall over the Spring Valley Creek with two bridge-mounted and one pier-mounted crossing.  This $2 million project design was completed in 2006 and construction was completed in June 2007.
