Prime Consultant LEE & RO is providing construction management
and resident engineering services for a $24 million plant
expansion project that will increase the activated sludge plant
capacity from 5 mgd to 10 mgd.
Project components include retrofit of existing aeration
tanks, new Turblex aeration blowers, secondary clarifiers,
chlorine contact tanks, a 54-inch outfall, and sludge dewatering
belt presses. The
construction is scheduled to be complete in May 2008.

As Prime Consultant, LEE & RO provided construction
management and resident engineering services for two consecutive
expansion projects. The
$6 million Phase 1 Expansion/Improvement project increased
capacity from 0.5 mgd to 1.3 mgd in 2003 and the $10 million Phase
2 Plant Expansion/Improvement project increased capacity from 1.3
mgd to 2.0 mgd in 2006. Project
components included headworks, oxidation ditch, activated sludge,
and percolation ponds.

the Principal Subconsultant (25% share of contract value) to
Jacobs Engineering, LEE & RO is providing program management
and engineering support services on this five-year program that
began in January 2006. This
assignment provides assistance to the Authority with water system
master planning, design management, and construction management
for a $3 billion capital program that will include new water
treatment plants, reservoirs and conveyance systems. |

Consultant, LEE & RO provided full engineering services for
two separate projects at Water Reclamation Plant No. 4, the $17
million Phase 4 Plant Expansion project increasing treatment
capacity from 6.9 mgd to 9.9 mgd, and the $4 million Chlorination
& Dechlorination (C&D) project for the expanded 9.9 mgd
capacity. The $4
million C&D project construction was completed in 2007 and the
$17 million Phase 4 Plant Expansion project construction is
currently in the start up and commissioning phase and is scheduled
to be complete in February 2008.

As
Prime Consultant LEE & RO is providing resident
engineering/construction management services for two major capital
improvement projects at Water Reclamation Plant No. 10, a new $11
million 5 mgd Title 22 tertiary treatment plant (filtration and
chlorination), and an $18 million biosolids handling facility,
with DAF thickeners, belt presses, odor control system, and a
truck loading system for an 18 mgd water recycling plant.
The tertiary plant construction was completed in 2002 and
the biosolids facility construction is scheduled to be complete in
March 2008.

As Prime
Consultant, LEE & RO provided program management services for
several major capital improvement projects funded by the United
States Environmental Protection Agency.
Services included preparing RFPs, reviewing proposals, and
overseeing agreements, invoices, and the work progress of design
and construction management consultants.
Work also involved technical and constructability reviews
and resolution of construction issues. Projects included seismic
rehabilitation of the 3.2 million gallon capacity Santa Anita
Reservoir No. 3, Chapman Well No. 7 rehabilitation and
equipping/booster pumping, sodium hypochlorite disinfection
systems, and 4,000 gpm Camino Real Booster Pump Station.

Prime Consultant, LEE & RO is responsible for construction
management and resident engineering for two pump station
improvement projects, the Zone 6A high pressure BPS and Zone B+
BPS in the Turtle Rock area of
Irvine

CA
. The Zone 6A BPS
capacity will be increased from 1,400 gpm to 2,500 gpm by addition
of a 100 hp pump driven through a variable frequency drives in
addition to other BPS improvements.
The Zone B+ reclaimed water system modification includes
removal of unused pumps and installation of new variable frequency
drives and flow & pressure control regulators. Construction
for these $2 million projects is scheduled to be complete in June
2008.

Treatment Plant Improvement Projects, Encina Water Pollution

Prime Consultant, LEE & RO provided construction management and resident engineering
services for two treatment plant improvement projects for
the 38 mgd EWPCF, the Chemical Enhanced Primary Treatment (CEPT)
project and a secondary treatment capacity improvements project
including aeration tank retrofits and fine bubble diffuser
installation. The CEPT
consisted of ferric chloride and polymer storage, mixing and
pumping/ injection facilities designed to improve the BOD and
suspended solids removal efficiency.
The secondary improvements project consisted of the
installation and modification of aeration piping, aeration headers
and blower/DO controls, and the installation of fine bubble
diffusers in the 4th aeration basin.
The construction was completed in 2004. |

Road
Wastewater Pumping Station, Sewer and Force Main, City of

As
Prime Consultant, LEE & RO provided construction management and resident engineering
services for a $3.5 million project for diversion of
wastewater flow from the Olsen Road Wastewater Treatment Plant to
the City’s main plant, the Hill Canyon Wastewater Treatment
Plant, via the City’s trunk sewer system. The
project included a high-head lift station, 7,000 feet of 12-inch
diameter gravity sewer and 7,000 feet of 8-inch diameter force
main. The project also
included cured-in-place pipe (CIPP) rehabilitation of sewers. The
construction was completed in 2003.

| Recycled
Water Conversion Projects, Long Beach Water Department,
Long Beach, CA

Consultant, LEE & RO provided construction management and
inspection services for a conversion project involving the
disconnection of existing potable water supplies from park
irrigation systems and providing new recycled water connections,
meters, and related piping. The project included a 6,100
feet long, 6-inch ductile iron pipeline below a very congested
Ocean Boulevard
in downtown
Long Beach
. A critical aspect of the project involved testing and
procedures to prevent cross connection contamination. The
inter-tie project
included a hot tap on a 12-inch ACP water main, a new meter vault,
hydrant, blow-off, and a hot tap on a Golden State Water Company
water main. LEE & RO took a proactive role in
coordinating with the surrounding community and various City
departments.

| Joint
Regional Treatment Plant Aeration System Upgrade

As Prime Consultant, LEE & RO provided construction management
and resident engineering services for a $4 million aeration system
upgrade at the 12 mgd Joint Regional Treatment Plant in Laguna
Niguel owned by the Moulton Niguel Water District.
The project included a new blower building, installation of
a new single stage Turblex brand 450 hp and 8,000 cfm blower and
two new multi-stage Hoffman brand 300 hp and 4,400 cfm blowers,
replacement and modification of aeration air piping, demolition of
existing aeration equipment, installation of new Parkson fine
bubble aeration panels in the existing aeration tanks, and
associated site, electrical, and instrumentation system
improvements. The
construction was completed in 2005.
